Unorganised Sector Workers Social Security Bill

Government is planning to bring forward a bill on Unorganised Sector Workers Social Security Bill.

The bill consist of 2 components :

A) National Social Security Fund
B) National Social Security Board


The salient gists of various features are as follows:

A) National Social Security Fund :

Unorganised Sector employees the largest number of workers. It consists of agriculture and such related activities as forestry livestock, and fishing as well as non-agriculture workers classified in 2 categories

§        Self employed

§        Wage Workers.

Self Employed:         is one who engages himself/herself  in any occupations in the unorganised sector subject to maximum earning of Rs. 5000/- per month or limit to be notified or land  ceiling on cultivation.

Wage Worker :  is one who is employed for a remuneration in the unorganised sector or unorganised sector without any social Security cover, directly by an employed or through any agency or contractor, irrespective of place of work whether exclusively for one employer or for one or more employer whether simultaneously or  otherwise, whether in cash or kind, whether as  a home based worker or as a temporary or casual worker or as a migrant worker or as a out worker or workers employed by household working domestic workers with a monthly wage of not more than Rs.5000/-

An exclude unpaid family worker.

Social Security Benefits (National Level)

·        Old age pension at above the age of 60 years.

·        Health Insurance & Self, spouse and children below age of 18 years.

·        Maternity benefits

·        Insurance to cover death and disability arising out of accident.

Social Security Benefits (State Level)

·        P.F.

·        Injury benefits

·        Housing

·        Educational

·        Skill upgradation

·        Funeral assistance

·        Marriage of daughter

National Fund

Grant & loans from central Govt. and Contributory Scheme from Workers, employers and Govt. as under.

·        Workers below poverty line : Rs. 1 per day.

·        Identifiable Employer Rs. 1 per day per worker or in absence of same 75 paise per day per worker by Central Govt. and 25 paise per day per worker by State Govt.  

·        Government at Rate Re. 1/- per day per worker with Central Govt. to bearing 75 paise and State Govt. 25 paise.

·        Any Tax/levies

·        Contribution from National Financial/Development Institution.

·        Voluntary Contributions

B) National Social Security Board

Network Board is envisaged to administer/Review/Manage/Maintain/Advise /assist the working of the Act.  Unions will also be represented.

State Social Security Boards

Complementary to National Board and would include representatives of Trade Unions.

Registration of Workers

One who has completed 18 years and provides self-declaration, eligible to receive benefits as payment of regular contributions.

Unique identification Social Security Card Bill

Based on Ration Card/Voter cards district Board Register the workers who will issue identity card for a validity period of 3 years and extend eligible for renewal and expires if member is deceased and name removed from the list of registered workers.

Workers Facilitation Centres

Will be focal Centre for processing for registration, implementation and collection of contribution and ensure avail of Social Security Benefits.
